Krypton/xenon is an incandescent light bulb, which runs slightly cooler than halogen, however, may be hot to the touch.

Your lamp is a T4. Therefore a T3 base will not fit.

I have a ceiling fan that had a failure in the halogen can. I have replaced it but want to avoid using the super hot halogen bulbs. How hot do these bulbs operate compared to a Halogen?

The krypton/xenon light bulbs do generate considerable heat. The "coolest" option would be LED.
