After a typical winter day in new England with approx 8-9 hours of daylight, will this lamp post stay lit throughout the night (until sunrise the following morning)? Also, is there a photo-cell sensor or just the on/off switch?

This solar light, like all solar fixtures, requires a full day of sunlight to power it all throughout the night. If you live in a part of the country that consistently has cloudy weather, particularly in the winter when days are shorter, than solar will likely not deliver light all night.
Yes, it has a photocell that turns it automatically on at night and off at daylight.
