Is this mounting clip what is used to mount the fixture? Do we need two per fixture?

The clip will hold the fixture in place, it snaps right into the clip. You will need to use old profile screws to attach the clips. Otherwise there is an interference problem. You will need at least 2 clips per light fixture. As far as the bounce affect of the light and the amount of light desired I think you will need to do some trial and error. Your question does not indicate which size or model of microfluorescent light you intend to be mounting.
I learned from personal experience that Pegasus item PSG-MC-VH (Vertical / Horizontal Mounting Clip for Microfluorescent Lights) is not a universal fit as it is too small for my T5 Low-Profile Lights.

I bought the 22" microfluorescent t4 fixture to try as under counter lighting. It came with 2 clips for vertical mounting. Since my cabinets have a net 3/4" reveal at the face frame bottom where I will be mounting the lighting I need to mount the fixtures horizontally, so I also purchased a vertical/horizontal mounting clip to see which worked better. The clips that come with the fixture do not have the thin flange attached to one side. In my case I will probably not use either and opt for Velcro instead since the lower tab on both clips sticks down too far and would be visible. I think either clip would work in most applications, the one sold separately does use two screws instead of one in the middle of the clip. I would think two clips would be OK per fixture since the fixtures are so light but maybe the manufacturer has recommendations for the longer fixtures. Hope that helps and your project comes out beautifully.
