What is the angle of detection of the motion detector?

This is a question best answered by the engineer who designed the product. As soon as I walk in front of it illuminates. I would say 160 degrees is a good guess.

Can I use this product in a outdoor outlet?

If the outlet is exposed to the elements, then No, I would not recommend using this product in that location.

We do have several outdoor rated lights that are battery operated. For example, this step light is motion sensor activated and can serve the purpose of "night lighting":

Is there a setting so the light is always off unless there is motion? I don't want it to come on just because it's dark, I only want it to come on when there's motion. Ideally, it would only come on if it's dark and there is motion, but I am OK if it comes on in the daytime when it senses motion as well.

The night light comes on in the dark when motion is sensed. When motion is no longer detected, the night light turns off. When it is bright and motion is sensed, the light does NOT turn on. Hope this helps.
