This 8-watt 350mA constant current driver hardwire LED driver will power your LED lighting systems and has overload, short circuit, and over heat protection.
Uses: used to power LED lighting systems needing 350mA of constant current
Maximum 8 Watts of Load: 8 watts maximum of LED lighting load [Caution: Do not try to power an LED lighting system that needs more than 8 watts of power.]
Minimum 1 Watt of Load: unless this driver is powering at least 1 watt of LED lighting load the LEDs may not work properly. [Caution: If you should decide to power less than 1 watt of LED lighting load with this driver, please be certain that the electric circuit is completely connected before connecting the driver to power. If you do not take this precaution, an inrush of current may cause one or more of the LEDs to fail prematurely.]

I have been using the driver for a custom light fixture I have designed. Someone is interested in installing this light in Europe. Can I use this item to connect to European outlets where all outlets are 220V? If I switch out the plug?

The input for this transformer is 100-240V, so you should be able to use it in Europe.

Does this mount directly on the bottom of a wood cabinet? Or must it go in a junction box?

I would recommend securing all of the hardwire connections and the driver in a junction box. Whether it is required is dependent on your local electrical codes.
