Can this driver be used on a dimmable run of LED Ruler lights greater than 18 Watts but less than the Max rated 36 Watts? The only difference I see is the 700mA rating between this unit and driver LED-DR18-350D. Is this unit split into two 18 Watt lines to achieve the total max 36 Watts?

No, it may not. The LED Ruler requires 350mA driver - this is not compatible.
